Kerala's technology economy runs through three state-promoted IT parks: Technopark in Thiruvananthapuram, which the state describes as India's first technology park, Infopark in Kochi and Cyberpark in Kozhikode. Technopark reported software export revenue of Rs 17,092 crore in the 2025 to 2026 financial year, up about 17.3 percent from Rs 14,575 crore a year earlier, across 540 IT and ITeS companies and 84,000 direct jobs, per a PTI report of 24 September 2026. Infopark Kochi reported 582 companies and about 72,000 professionals in 2025. Outside IT the industrial base is maritime and process led, with Cochin Shipyard, BPCL's Kochi Refinery and the container terminals at Vallarpadam and Vizhinjam, and the state is also a banking and gold loan NBFC center with Federal Bank, South Indian Bank and Muthoot Finance headquartered here. Kerala's gross state product was Rs 13.11 lakh crore in 2024 to 2025, the 11th largest state economy in India, and services accounted for about 63 percent of gross state value added in 2019 to 2020.
Most of the technology headcount in Kerala sits in delivery centers whose budgets are decided elsewhere, so the local site leader is an influencer rather than the signer. The genuine in-state buying committees are at the Kerala-headquartered banks and NBFCs, the maritime and refining operators, the travel technology product firms such as IBS Software, and the electronics manufacturers. Public sector and park-linked demand runs through tenders with long qualification cycles. Kerala's product and services firms, GTech member companies and the Kerala Startup Mission portfolio are also realistic channel and co-sell partners rather than only prospects.
Partner ecosystem
Infopark Kochi's tenant base is the main channel surface in the state: Indian firms there include TCS, Wipro, HCLTech, Tech Mahindra, UST and LTTS, and multinationals include IBM, EY, Cognizant, KPMG, Accenture and Nielsen. SmartCity Kochi, a 246 acre SEZ held 16 percent by the Government of Kerala and 84 percent by Dubai Holding, housed about 50 companies and close to 5,000 professionals as of 2021, including Baker Hughes and Ernst & Young. Kerala Startup Mission, founded in 2006 and headquartered in Thiruvananthapuram, runs the state incubation network, including the Maker Village electronics hardware incubator and India's first Super Fab Lab, a 10,000 sq ft facility opened in Kochi in 2020. Startup Genome's Global Startup Ecosystem Report 2024, published with Kerala Startup Mission on 29 July 2024, valued the Kerala ecosystem at 1.7 billion dollars for July 2021 to December 2023 and ranked it fourth in Asia for affordable talent. Inc42 reported on 18 April 2026 that Kerala had more than 8,620 DPIIT-recognised startups and more than 74,130 direct jobs created as of 31 March 2026.

Rules of the road. Outreach that stays compliant.
Privacy and outreach
DPDP Act core obligations apply from May 2027 under the DPDP Rules notified in November 2025. Telemarketing must follow TRAI's amended TCCCPR, covering 140 series promotional and 1600 series service numbering, header rules and DND preferences. State sector buyers in Kerala, including the IT parks, KSITM and KSIDC, buy through published e-tenders, so outbound to them should point at tender registration rather than a sales conversation.
Digital assets
The national framework applies: VDA service providers must register with FIU-IND under the PMLA, and VDA income is taxed at 30 percent with 1 percent TDS on transfers. No state level VDA regime exists in Kerala.
