What it changes for Indian applicants and parents
United States: a rule in effect, a case still open
NAFSA and the Presidents' Alliance on Higher Education and Immigration led a coalition that filed suit against DHS in the US District Court for the District of Massachusetts on August 18, 2026 and moved for a preliminary injunction. Judge F. Dennis Saylor IV heard arguments on September 3. The PIE News reported on September 8 that the judge hoped to rule before September 15. NAFSA's case page, last updated September 9, reports no ruling, and we found none reported as of September 14. Unless the court acts, the rule takes effect as scheduled.
If it does, the DHS Study in the States summary sets out what families will ask about:
- Fixed admission. F students are admitted for the program length on the Form I-20, up to four years, plus 30 days to arrive and 30 days to depart after completing the program. The departure period was previously 60 days.
- Extensions. Staying longer means an extension of stay application to USCIS on Form I-539, started with the designated school official. That matters for doctoral programs and any degree that can run past four years.
- Transfers. Undergraduates cannot transfer during their first year without authorization. Graduate students cannot transfer at any point unless SEVP authorizes an exception.
- Current students. F students in the US on September 15, 2026 may stay without an extension until their program end date, but not past November 14, 2030.
United Kingdom: fewer applicants, and India still matters
Home Office data shows a smaller UK market overall, and fewer visas granted to Indian students. Enroly's data adds a detail that shapes recruitment strategy: India's refusal rate of 1.86% sits well below the 3.17% rate across its network, at a time when universities risk sanctions if their refusal rate exceeds 5%. The same data shows business and management CAS issuance down 45.7% across all nationalities, while education and teaching grew 5.7%. Parents comparing UK options should expect universities to compete harder on program fit and applicant quality, and should know that most students on taught courses can no longer bring dependents.
Canada: bigger funding proof, earlier
For applications received on or after September 1, 2026, a single student outside Quebec must show CAD 23,448 a year for living expenses, plus CAD 6,318 for each additional family member. Tuition and transportation come on top. The PIE News reports that the figure is now updated each year, so a funding page written for last year's intake is already wrong.
The new competitor: branch campuses inside India
For some families, the alternative to studying abroad is now a foreign university in their own city. The University of Southampton says it was the first international institution granted a UGC license to set up a campus under India's National Education Policy 2020, and it opened University of Southampton Delhi in Gurugram in 2025 with programs in business management, accounting and finance, computer science, economics, finance and international management.
The University of Bristol followed in Mumbai. Education21 reported on September 12, 2026 that Bristol had officially opened its Mumbai Enterprise Campus at Cignus Powai and welcomed its first cohort. The campus site lists a BSc in Data Science, an MSc in Finance and Investment, an MSc in Financial Technology with Data Science and an MA in Immersive Arts, alongside a fully funded scholarship backed by the Government of Maharashtra.
The University of Liverpool has announced a Bengaluru campus at Alembic City. We list only openings we could verify. For universities recruiting students to travel abroad, the pitch now has to answer a new question: why leave India for this degree when a UK university teaches down the road, with no student visa to manage.
Six steps for universities recruiting from India
- Update policy pages fast and date them Publish one page per country rule, with an "as of" date, the official source link and a named owner who updates it the day a ruling or new figure lands.
- Write answer-ready FAQ content for AI search Answer the exact questions families ask ChatGPT, Gemini and Google: extension rules, transfer limits, funding amounts, refusal risk and campus alternatives.
- Enable counselors and agents Send a dated one-page brief with the same facts and links, so the people families trust repeat your numbers instead of old ones.
- Run city-level campaigns Plan separate campaigns for Bengaluru, Hyderabad, Delhi NCR and Mumbai, each with local events, counselor partners and messaging that addresses the campuses nearby.
- Make scholarships and funding clear Put total cost, scholarship criteria and required proof of funds near the top of the enquiry journey, not in a PDF.
- Measure with enquiry and application data Track enquiries, applications and deposits by city, source and program against the last intake, and log which policy questions come up.
Dated pages and AI answers belong together
AI assistants quote pages that state facts plainly and recently. A page titled "US duration of status rule: what it means for Indian students, updated September 14, 2026" that names the lawsuit status, links the Federal Register and gives a direct answer on extensions is more useful to a parent than a news roundup.
