These three markets share a Sunday to Thursday working week and strong state influence, but little else in how they buy. Qatar's demand is anchored by government entities and QatarEnergy, with in-country cloud from Microsoft and Google. Kuwait's economy is dominated by oil and government, and digital spend is tied to Vision 2035 programs, including Microsoft's announced plan for an AI-powered Azure region. Bahrain combines a long-established financial center with the Middle East's first AWS region, opened in July 2019. Each needs its own account list and message.
Rules differ sharply too. Qatar's Personal Data Privacy Protection Law requires prior consent for electronic direct marketing to individuals, with sender identity and a clear marketing notice. Kuwait has no comprehensive data protection law, with CITRA's Regulation No. 26 of 2024 covering licensed telecom and IT providers. Bahrain's PDPL requires telling people when their data will be used for direct marketing and lets them object. Crypto policy ranges from Kuwait's ban to Bahrain's licensing regime, so we set compliance per country before any campaign starts.

Microsoft opened its first Qatar datacenter region (Azure and Microsoft 365) with the Ministry of Communications and Information Technology in August 2022, and Google Cloud opened its Doha region (me-central1, three zones) in May 2023, hosted with Qatar Free Zones. Privacy and outreach
Law No. 13 of 2016 on Personal Data Privacy Protection (PDPPL) applies, with guidance published by the National Cyber Security Agency (NCSA). Article 22 prohibits electronic direct marketing to an individual without prior consent and requires the sender's identity and a clear marketing notice.
Digital assets
Qatar restricts cryptocurrency activity: the QFC Regulatory Authority's December 2019 alert barred virtual asset services in the QFC. The QFC Digital Assets Framework, launched on 1 September 2024 in line with the Qatar Central Bank's Third Financial Sector Strategy, permits regulated tokenisation but classifies cryptocurrencies and stablecoins as Excluded Tokens.
Buyer notes
Government bodies and state-owned enterprises such as QatarEnergy are major technology buyers, with priorities set by the National Development Strategy under Qatar National Vision 2030. Qatar now allows foreign firms up to 100% ownership in most sectors, and the working week runs Sunday to Thursday.

Doha
Doha is where Qatar's government, state-owned enterprise and banking decisions are made, with corporate towers in West Bay and newer districts in Msheireb and nearby Lusail. QatarEnergy, QNB, Ooredoo, Qatar Airways and the Qatar Investment Authority anchor demand, and the city hosts both in-country hyperscale regions: Microsoft Azure since August 2022 and Google Cloud's me-central1 since May 2023, with a Google Center of Excellence in Ras Bufontas Free Zone. Kuwait City
Kuwait City is the seat of government and home to the headquarters of National Bank of Kuwait, Kuwait Finance House and Zain, alongside family-owned groups such as Alghanim Industries and Alshaya Group. Enterprise demand concentrates in banking, government agencies and these conglomerates, with technology spend increasingly tied to Vision 2035. In March 2025 Microsoft signed a partnership with CAIT and CITRA announcing intent to build an AI-powered Azure region and an innovation hub. Kuwait has no comprehensive data protection law and banned crypto activity in 2023. Decisions sit in head offices in Sharq and the CBD, where relationship depth matters.
Manama
Manama is Bahrain's financial and commercial center, home to Gulf International Bank, Bank ABC, Investcorp and National Bank of Bahrain, with international firms such as BNP Paribas and PwC at Bahrain Financial Harbour. Bahrain FinTech Bay anchors fintech activity, and the AWS Middle East (Bahrain) Region has served local enterprises and government since 2019. The Central Bank of Bahrain has licensed crypto-asset service providers since 2019 and added a stablecoin issuance module in 2025. Bahrain's PDPL requires notice when data will be used for direct marketing, and the King Fahd Causeway makes Manama a frequent base for Saudi-facing teams.

Can one GCC campaign cover Qatar, Kuwait and Bahrain?
Not well. The three markets share a Sunday to Thursday working week, but their buyers, regulators and data protection rules differ. Qatar requires prior consent for electronic direct marketing, Kuwait lacks a comprehensive data protection law, and Bahrain's PDPL gives individuals the right to object to direct marketing. We run country-specific lists and messages.
What are the crypto rules in Qatar, Kuwait and Bahrain?
They range widely. Qatar's QFC Digital Assets Framework permits regulated tokenization but treats cryptocurrencies and stablecoins as excluded tokens. Kuwait banned crypto payments, investment and mining in July 2023. The Central Bank of Bahrain has licensed crypto-asset service providers since 2019 and added a stablecoin issuance module in July 2025, making Manama the most open of the three.
