Privacy and outreach
The Virginia Consumer Data Protection Act (in force since January 1, 2023) covers residents acting only in an individual or household context and expressly excludes people acting in a commercial or employment context, so business contact data sits largely outside it. B2B email and calling are governed by CAN-SPAM (no B2B exemption) and the TCPA.
Buyer notes
Many Reston buyers are primes and integrators, so vendors typically sell with or through them, or through distributors such as Carahsoft, rather than straight to agencies. Timing around the federal fiscal year (October 1 to September 30) matters, and cloud products that will hold federal data need FedRAMP authorization.

Does Virginia privacy law limit ABM data and ad targeting?
Not much for B2B. The Virginia Consumer Data Protection Act excludes individuals acting in a commercial or employment context, so data about professionals in their work roles sits largely outside it, and the District has no comprehensive privacy law. Advertising platform policies, CAN-SPAM for email and the TCPA for calls and texts still apply to every account touch.
